청나라 말기, 조정 대신들이 연이어 살해당하자 민간에는 청나라가 망할 거라는 소문이 돈다. 황제는 소문을 잠재우기 위해 제천의식을 행하는 한편 부찰어항에게 사건을 조사하게 한다. 부찰어항은 과거 무장원이자 현 개방 방주인 소찬을 찾아가 도움을 청한다. 그러나 소찬과 부찰어항 역시 암살당할 뻔하고 소찬은 이 사건 배후에 엄청난 음모가 도사리고 있음을 직감하는데…
