미국의 한 교도소. 비밀리에 실험대상이 된 사형수 ‘워커’는 실험 단계의 새로운 치사 주사를 맞은 후 아무리 전기충격을 받아도 죽지 않게 된다. 투여 받으면 고통을 느끼지도, 죽지도 않는 신약을 손에 넣게 된 교도소장 ‘버몬트’. 그는 새로운 약을 이용해 돈을 벌 계획에 혈안이 되어 있고, 약을 개발한 ‘웨스트 박사’는 독방에 갇혀 버린다. 한편, 또 다른 사형수들은 ‘워커’처럼 죽지 않는 몸이 되어 교도소를 탈옥할 것을 계획한다. 하지만 ‘워커’의 동생이 비윤리적인 실험 끝에 죽었다는 사실이 밝혀지고, 사형수들이 ‘버몬트’의 음모에 빠지면서 이들의 계획은 점점 꼬여만 가는데...
