제2차 세계 대전이 끝나고 얼마 지나지 않은 1948년 LA. 형사인 톰(로버트 듀발 분)은 매춘부의 서비스를 받다 심장마비로 사망한 것처럼 보이는 신부의 사건을 맡게된다. 톰의 형인 데스(로버트 드니로 분)도 조사를 받게 되는데, 그는 젊은 카톨릭 사제로 교회의 증축을 위해 부정직한 건축업자인 잭 암스테르담( 찰스 더닝 분)에게서 팔리지 않은 짜투리 땅을 기부받으려고 한다. 그는 신부이지만 모든 사람에게 인색하며 모금 활동에 재주도 있다. 한편 톰 역시 좋지 않은 과거를 가지고 있는데, 잭 암스테르담이 토지 개발업자로 이름을 날리기 전 그의 수금원 생활을 했었다. 톰의 일은 암스테르담의 몫을 받아오는 일이었지만 암스테르담은 그의 얼굴을 직접 대면해 본 적이 없어 그를 알아보지 못한다. 수사가 진행되면서 톰과 데스는 윤리적인 딜레마에 빠져들게 되는데, 데스는 모든 문제를 교회의 계급조직에 미루며 "교회의 이익을 위해서는" 어쩔 수 없었다고 하고, 결국 이를 해결해야 하는 것은 톰의 몫으로 남겨진다.
