샤마타운은 이 영화의 이야기가 발원하고 샘이면서 동시에 서사를 이끌고 가는 강줄기다. 이곳은 오래 전에 중국판 로빈후드가 활동했던 장소이며 혹은 토비(土匪)라는 게릴라의 암약지였다. 샤마 타운은 토비의 우두머리이며 살마진의 영웅인 호전자의 영웅서사를 연극으로 재현하여 관광 상품화하여 생계를 유지한다. 살마진의 대표는 소극적인 공연 수입에 의존하는 것에서 적극적인 관광지 개발을 시도한다. 그는 샤마타운에 대한 관심을 촉발하기 위해 샤마타운의 골동품과 호전자의 유품을 방송국에 노출시킨다. 호전자의 유품은 대만출신의 고고학자에 의해 그 가치를 평가받고 이목을 끈다. 샤마타운은 관광지로 개발을 하려는 원주민의 지혜와 유물/보물을 찾으려고 샤마타운으로 침입한 고고학자 일당의 대결로 소용돌이에 휘말린다. 호전자의 유품에 새겨진 용호의 비밀은 샤마타운의 옛지명이 용호진이라는 기대 밖의 결과로 전락한다. 샤마 타운에서 유물을 발굴하여 일확천금을 노리는 고고학자와 샤마타운을 개발하여 황금알을 낳게 하려는 원주민의 경쟁이 한 축을 이루면서 영화의 서사를 끌고 간다. 고고학자 무리는 원주민을 동원하여 유물 발굴에 돌입하고 보물로 기대했던 상자에서는 토비들이 사용한 무기와 물품이 발견되지만 결국 보물을 발견하여 이를 밀반출하려고 시도한다. 개발자와 도굴자의 대결은 토마토 축제 속에서 싸움이 축제놀이로 전이되어 갈등이 축제로 뒤섞인다. 이 작품은 유적지의 개발과 유물 찾기라는 게임을 코미디로 포장하여 대중적 재미를 부각시켰다. 하지만 코미디의 마스크를 벗겨보면 현재 진행형의 화두로 떠오른 중국의 개발에 대한 기대와 공포라는 내면의 얼굴을 맞닥뜨린다. 중국영화의 변화는 자국시장의 확장이 견인해가지만 주목할 만한 감독의 등장도 한몫 거들고 있음을 이 작품은 검증해준다.
