22세기의 우주, 크라렛타 삼중성의 사건 이후 은하계 내에서 벌어지는 분쟁들을 해결하기 위해 세계복지 연합회 WWWA 산하의 분쟁해결기관 트러블 컨설턴트 '토라콘'이 창립된다. 토라콘 소속의 해결사로 은하계 각지의 분쟁을 해결하는 임무를 맡은 케이와 유리는 속칭 '러블리 엔젤'이라는 코드 네임으로 불리고 있는 여성 2인조 해결사. 인상적인 과격하고 덜렁거리는 붉은 머리의 육감적인 톰보이 케이와, 청순하고 여성스러운 외모와는 달리 가끔 폭주를 일삼는 호색녀 유리는 사건 해결을 위해서는 별 하나 쯤 파괴하는 것은 우습지도 않게 생각하는 무서운 아가씨들이다. 사건을 해결하는 것이 아니라 항상 일을 크게 만드는 그녀들은 러블리 엔젤이 아닌 속칭 '더티 페어(Dirty Pair)'라 불리며, 은하계의 골치덩어리 해결사로 악명을 떨치고 있었는데...
