In a rural village, there lives a man named Zoroku, with his sister, Haruko. All is well until one day, Zoroku becomes infected with a bizarre disease that blisters his skin and deforms his body. Fearing the reactions of the townspeople, his parents lock him in the house. Unfortunately, the village chief sees him, and soon, Zoroku and Haruko are mistreated by everyone in the village. The film opens with kidnappers of a corporate executive making an unusual ransom demand: that a wizened executive from another company haul large bags of money through downtown Tokyo as the media documents his every move. When the first old man almost dies from exhaustion, a second, and eventually a third elderly corporate fat cat is ordered to do the same. The police detective assigned to the case (Tetsuya Watari) and his younger partner (Masatoshi Nagase) are livid with indignation at this sorry spectacle. They learn that these four men were involved in a massive industrial spill that poisoned an entire rural hamlet 20 years previous. All the protagonists move about in a Tokyo Bar that has an entire wall taken up with a black-and-white reproduction of a photo of Monument Valley. The action starts as Billy the Kid, in full living color, walks out of the photo and gets a job as a waiter. Along with him on the working staff are a samurai straight out of the history books, a G.I. from World War II, and several other anachronistic characters. The plot (as such) revolves around keeping away the brutal mobsters and thugs who dominate the city streets outside of the bar, making the tavern safe for its easily recognized facsimiles of well-known characters.
