하록이 어떻게 아르카디아 호를 타고 우주해적으로서의 삶을 살게 되었는지 설명하는 일종의 프리퀄 스토리의 극장판. 감독은 카츠마타 토모하루. 작화감독은 코마츠바라 카즈오. 은하철도 999 극장판이 히트하자 하록 시리즈를 리부트하기 위해 제작된 작품으로 아르카디아 호의 디자인을 은하철도 999 버전으로 맞추고, 스토리도 젊은 하록을 내보내 처음부터 시작했다. 이 때문에 1978년작 우주해적 캡틴 하록과 스토리가 이어지지 않는다. 원래는 이어주려고 했으나 후속작 무한궤도 SSX가 애매하게 완결되면서 결국 완전히 별개가 되었다. 우주로 지배권을 확장하려던 지구인들은 역시 우주를 제패하던 외계인, 일루미다스와 전쟁을 벌여 패한다. 지구군 우주함대 소속 함장이던 하록은 패장이 되어 정복당한 지구로 돌아온다. 영화가 끝나기 전까지는 내내 무력감과 절망이 감도는 어두운 내용으로 이루어져 있으나 하록이 이를 극복하는 내용으로 되어있다.

때는 1999년 봄 지구. 천년을 주기로 타원궤도를 그리며 태양계를 도는 별 라메탈이 1999년 9월 9일 0시 9분 9초에 지구에 가장 가까이 접근하여 지구는 큰 재앙 앞에 놓이게 된다. 라메탈의 성여왕 라레라는 그녀의 딸이자 마지막 천년여왕인 "라 안드로메다 프로메슘"(지구명 '야요이')에게 라메탈의 운명을 결정짓는 중요한 임무를 부여한다. 영원히 떠돌이 별로 전락해 버릴 위기에 직면한 라메탈을 구하기 위해 라메탈인을 지구로 실어나를 우주선을 만드는 임무를 부여받은 천년여왕 야요이. 공학박사인 하지메의 아버지 야마모리는 지구의 천문대에 근무하는 야요이의 부탁으로 영문도 모른채 우주선의 동력부분의 설계도를 만든다.

The program received high ratings when broadcast as part of a set of 24-hour TV programs called "Ai wa Chikyu wo Sukuu" on Nippon Television. After a long gap since his last animated film for television, this work fully reflects Osamu Tezuka's desire to achieve theatrical quality with this production.

After their father quarrels with local military men, Anju and Zushio are forced to flee, but they are captured and sold into slavery. When their mother dies, they are sold to Sansho the Bailiff, a cruel man who subjects them to hideous torments. While Anju falls into a lake and is transformed into a swan, Zushio escapes and after being adopted to a nobleman grows to a young man. He will then fight to defeat the evil Dayu and free all the slaves.
