정부 직속기관 공안 9과의 형사 버트는 대부분의 신체를 기계화 한 사이보그. 그가 인간이라는 증거는 뇌의 일부분과 3년 전 자신의 파트너였으나 실종된 쿠사나기에 대한 기억 뿐이다. 버트는 최근에 파트너가 된 토그사와 함께 각종 사이버 테러와 통제를 벗어난 로봇에 대한 사건을 수사하고 있다. 어느 날 섹스 전용으로 프로그래밍 된 로봇이 갑자기 이상을 일으키며 인간들을 살해하는 사건이 발생한다. 자살을 선택한 안드로이드, 로봇에 더 가까워진 여성, 스스로 육체를 버리고 네트에 융합해 인간을 초월했다고 자만하는 남자... 이들을 통해 버트는 사건의 진실에 점점 다가간다.

도쿄만 일대에서 레이버가 습격을 받는 사건들이 발생하자 죠오난 서의 형사, 쿠스미와 하타가 조사에 나서지만 난관에 부딪힌다. 한편 하타는 대학강사인 사에코를 만나 점점 그녀에게 빠지게 된다. 조사를 계속하던 쿠스미와 하타는 만 근처에 떠 있는 비축기지에서 사람을 잡아먹는 괴물과 조우하게 되고 사건의 범인이 이 괴물임을 알아챈다. 하지만 이 괴물이 남긴 근육조각에 대한 분석 결과가 나오자 모든 상황은 뒤바뀐다. 바로 이 괴물이 누군가에 의해 만들어진 괴물이라는 것. 사태는 경시청, 방위청, 특차 2과까지 휘말리게 되고 하타가 모르는 사에코의 모습까지 알게 된다. 수많은 의혹이 교차되는 사이 또 다시 괴물이 도쿄만에 나타나고 특차 2과 제 2소대는 레이버와 함께 이 괴물 사건을 종결짓기 위해 출동한다. 그 사이 하타는 이 괴물이 사에코가 자기 의지대로 만들어 냈다는 사실을 발견한다. 한편 제 2소대는 괴물을 처치하기 위해 스타디움으로 유도한다. 괴물과의 사투를 벌이던 제 2소대는 마침내 괴물을 처치하는데 성공한다.

The story involves a boy and his younger sister whose dog Papadoll is missing. They find out that he has been abducted by anthropomorphic cats to be brought to a world called Banapal Witt, which is built on top of a giant sleeping cat. There the sun turns poor Papadoll into a bizarre giant monster. He becomes the weapon and beloved pet of a spoiled Princess who turns everything she touches into balloons. She plans to use Papadoll and a giant inflatable mouse to control the sleeping cat and thus Banapal Witt itself.

Kosuke and Rikimaru: Dragon of Konpei Island was a 45 minute long anime TV special produced by J.C. Staff and broadcast on Japanese television in 1988. Similar to Dragon Ball, it was a martial arts adventure story featuring villains that could have stepped out of the Red Ribbon Army, typical Toriyama mecha, and a clone of Son Gohan's Haiya Dragon.
