A lifeboat floats ashore at the coast of Skåne. Inside are two dead men who who've been murdered. Policeman Kurt Wallander is assigned to the case. The men are identified with the help of the police in Latvia. One of their officers travel to Sweden to to help but when he returns to his home country he is mysteriously murdered. Kurt flies to Riga to find out why and is drawn into complex conspiracy.

When Vanheden and Dynamit-Harry tries to break doctor Busé out of jail, they get Herman Melvin instead. He has been working at the Swedish Mint and the doctor, who has started to think like Sickan, has written a plan for making a burglary there, on Melvin's back. However, something goes wrong. They don't get a lot of Deutsch-marks as they planned but instead, they end up on a ship going to Poland, together with bunches and bunches of Polish Zlotys (the Polish currency). In Poland, they discover that the mafia are very interested in that money and Wall-Enberg is working with the mafia.

But after seeing how much the Greek trip is going to cost, he comes up with a great idea: Let's go on a camping trip instead. Sickan, the leader of the criminal Jönsson gang is incarcerated in a mental institution, attended by Dr M.A. Busé, who admire a handbook in crime that Sickan has been writing. Blackmailed by the nefarious banker Wall-Enberg, Dr Busé and Sickan's partners Vanheden and Dynamite-Harry execute Sickan's plan of stealing the valuable Black Diamond of the Romanovs from the National Museum.

The ten year old Nisse suffers from acute asthma and is rushed to the hospital. There he meets Lelle who is a bitter, lonely and seriously ill twelve-year-old. Lelle, who never gets any visits treats Nisse kindly. Lelle inaugurates Nisse in his secret plan to build a giant Zeppelin and steal the food available in the hospital's underground reserves.

It is the first day of the summer vacation. Jojje, Jerker and Fabian wants to borrow a sailing boat to take a boat trip so they steal it. They plan to examine all of Lake Maelaren, but a storm breaks out and the boat sinks. They go ashore, steal food and a new boat. While everybody else believes them to be dead, they have a wonderful time. They meet a crazy Count and find a dead body.
