무대는 미국 로스엔젤레스의 일본인 타운 리틀 도쿄, 미국땅이긴 하지만, 일본인들이 대부분인 이곳에 일제 깡패조직 야쿠자가 일제 마약을 가지고 진출했다. 의리와 복종심으로 뭉쳐진 이 깡패 조직의 문신을 지워주겠다고 두 형사가 팀을 이루었는데, 한 사람은 백인이지만 일본에서 자라나는 동안 사무라이 정신을 배웠고 일본식 격투기도 배운 미국인이다. 한편 그의 파트너는 일본계 미국인인데, LA에서 자랐기 때문에 피자니 햄버거니 뮤직 비디오에 익숙한, 그러면서도 맨손으로 총든 깡패 다섯명을 단숨에 해치우는 솜씨를 가진 미국인이다. 영화는 처음부터 끝까지 액션으로 가득하다. 쿵후에다 칼 싸움, 닌자들의 표창 솜씨 같은 동양식 액션과 총과 주먹과 자동차와 폭탄 등 서양식 액션이 벌어지고, 후련하게 끝난다.
