Beijing, the present day. Tang Weiwei (Li Bingbing) is a well-educated, high-earning career woman who works as sales director for an image design company. Now 32, she has had only one love affair in her life, which lasted from the age of 18 to 25, and since then she has been very, very single, devoted to her career. Pragmatically deciding it is time to find a husband, her best friend Jin Xiaoling (Xu Jianing) arranges some blind dates, all of which turn out to be useless.

The story takes place in wartime Guangzhou before the country’s liberation by the Communist Party of China in 1949. A young woman named Qiu Xi is a “boat person”, or Tanka, living in the coastal area of Guangdong Province. Qiu Xi becomes a servant to Yan Haiqing, played by actor Guo Xiaodong. She finds herself falling for the undercover communist agent who works with the Kuomintang regime that ruled China until 1949. The story unfolds as the two fall for each other but are kept at distance because of the wartime situation.

B.C 300년, 중국은 제, 초, 연, 한, 조, 위, 진의 7개의 나라들이 전국시대을 맞이하고 있었다. 그중에서도 진의 세력은 북서로 넓게 퍼져 있는데다가 강한 군사력을 자랑하고 있었다. 진나라의 왕 영정은 진나라 대대로의 숙원인 천하통일을 향한 집념욕을 불태우고 있었다. 조나라 공주 조희는 진시황이 조나라의 인질이였던 어린시절부터 함께 자라온 사이. 그녀는 진시황에게 마음이 끌리지만 통일을 위한 잔혹한 살육이 반복되는 동안 자신의 고국인 조나라에도 그 영향이 미치지 않을까 걱정한다. 그래서 진시황을 증오하는 연나라의 태자 단을 사주해 진시황 암살에 착수케 하고 그것을 밝혀냄으로서 무혈로 연나라를 접수해 진의 통일을 이룬다는 책략을 진시황과 모의한다. 태자 단과 함께 연나라에 간 조희는 마을에서 어린 아이를 구하기 위해 사람을 죽인 남자를 만난다. 애수에 젖은 조용한 눈을 가진 형가라는 남자에게 그녀는 무어라 말할 수 없는 느낌을 갖게 된다. 그는 암살자로 이름을 날렸던 남자로서, 태자 단 또한 혈안이 돼 찾아 다녔던 남자였다. 그러나 그는 진 왕의 암살에 가담할 것을 거절한다. 한편 진 왕은 모친인 황태후가 애인인 로독과의 사이에 2명의 아이를 두고 있다는 것을 알게 되고, 분노한 그는 2명의 아이를 황태후의 눈앞에서 죽이고 장신후를 왕가의 혈통을 더럽혔다는 죄목으로 잔혹한 극형에 처한다. 죽음의 순간 장신후는 진 왕이 선왕(先王)의 아들이 아니며 친아버지는 재상인 여불위라는 말을 남긴다. 진시황은 여불위를 자결로 몰아간다. 진왕의 출생비밀을 알게 된 측근 번어기 장군은 조용히 연 나라로 망명한다. 장군의 탈주에 분노한 진 왕은 번어기의 목에 현상금을 건다. 진 왕은 드디어 조 나라를 공격한다. 진 왕의 잔인한 천하통일 계획은 차례로 실행되고 이를 저지하기 위한 암살계획은 그 수순을 밟아가는데....
