산초는 임무 수행 중, 무고한 시민을 죽인 일로 인해 동료 살림과 함께 저녁 6시에 감사과의 조사를 받기로 되어 있다. 초조해 하고 있던 두 사람은 경찰청 조직폭력단 전담 부서에 있던 경위로부터 마약 조직 소탕 작전을 맡겠냐는 제안을 받는다. 산초는 내키지 않지만 살림의 설득에 못 이겨 일을 맡기로 한다. 두 사람은 증거물 보관실에 있던 가방을 빼내고, 그것을 이용하여 마약 조직과 접선을 시도하도록 지시를 받는다. 그러나 알고 보니 그것은 갱단과 연루된 경위가 꾸민 음모였던 것. 두 사람은 난관을 헤쳐 나가기 위해 고군분투 하지만 결국 갱단에게 붙잡히고, 차례대로 죽음을 맞이하게 되는데...
