데븐(Devon Butler: 노만 D. 골든 2세 분)은 할머니와 사는 여덟살짜리 꼬마다. 경찰 놀이를 좋아하는 데븐은 매일 학교에서 덩치들에게 괴롭힘을 당하는데, 어느날 닉 맥케나 형사(Nick McKenna: 버트 레이놀즈 분)가 마약범 잡는 걸 구경하다가 그 현장을 도망치는 까만색 링컨차의 차 번호를 적어둔다. 진짜 경찰처럼, 후에 그 차를 또 보자 차를 뒤쫓아 어느 창고에 가게 되고 그곳에서 살인을 목격하게 된다. 차 번호를 알려주는 대신에 닉과 경관이 되고 싶다고 한다. 어쩔 수 없이 어린애와 함께 행동하게 된 닉은 모든 것이 못마땅하다. 그러나 시간이 지나면서 데븐에게 정을 느끼게 된다. 마약단 두목의 신발을 목격했던 데븐은 자기 집을 찾아온 학교의 새 지도교사가 마약단 두목임을 알고 경찰에 알린다. 결국 다시 닉이 데븐을 보호하게 되고 그들에게 잡혔을 때 닉이 나타나 구해 준다.
