안동이 처장을 매수할 것을 안 뇌락은 처장 부인을 이용하여 국장이 됐다. 서장이 된 안동은 뇌락을 암살하려다 실패한다. 국장이 된 뇌락은 암흑가의 새질서를 잡고 암조직을 이용하여 홍콩 치안을 안정시킨다. 한편 영국 정부는 홍콩이 부패할 것을 알고 처장을 새로 임명하고 정보부 요원을 보내 뿌리 뽑으려 한다. 뇌락은 카달 국장의 직속 부관인 아하와 그의 사이에 아들이 종현인걸 알고, 아하를 찾아가나 아하는 병으로 쓰러진다. 정보부 국장은 뇌락에게 자퇴를 강요하고 뇌락은 사퇴를 결심하여 캐나다로 이민간다. 이것을 안 안동은 새우를 이용하고 아하를 문병간 뇌락은 병원에서 암살하려 한다. 한편 아하의 임종을 본 뇌락은 새우 일당이 올걸 알고 아들 아현을 살리려 한다. 이 모습을 본 소현은 감동되어 아버지를 도와 탈출한다. 그러나 뇌락은 소현을 보내 버린다. 안동은 직접 뇌락을 죽이려 하지만 뇌락 부하에 의해 실패하고 소현은 아버지를 구하고 화해를 한다. 그뒤 뇌락은 노후 생활을 캐나다 별장에서 보내며 옛일들을 회상한다.
