1910년경 상해. 각 열강들의 이권 싸움으로 극심한 혼란 상태였던 상해에는 학사권의 창시자인 곽원갑의 '정무관'과 일본 공수도의 본거지인 '홍구도장'이 대립을 하고 있었다. 공수도의 고수인 개천용일은 학원갑에게 결투를 신청하고 독약이 든 약을 먹여 살해를 당한다. 학사권의 수제자인 진진(이연걸 분)은 일본 유학을 도중에 포기하고 상해로 달려오지만 사부는 이미 적에 손에 독살된 것을 알았으나 홍구도장에서는 개천용인을 살해하고 그 혐의를 진진에게 덮어씌우려고 한다. 진진은 모략에 빠져 그의 결백을 증명할 길이 없었다. 그러나 뜻밖에도 진진의 일본 친구인 미찌꼬가 법정에서 사건당일 같이 있었다고 위증을 하여 극적으로 풀려난다. 진진은 몰락해 가는 정무관을 다시 일으켜 세우려고 하는데...

In the film, the Crisis Empire devise a plan to defeat Kohtaro Minami by reverting him back to his old form of Kamen Rider Black and sending out several revived monsters after him. However, Kamen Rider Black is assisted by another RX, who used a time warp to help his past self. The two are joined by RX's alternate forms of Robo Rider and Bio Rider and the four Kamen Riders combine their powers to defeat the revived monsters.

Space Sheriff Shaider is the film adaptation of the Metal Heroes series of the same name. This movie takes place between episodes 19 & 20 of the TV show.

On his death bed the man who raised Joji reveals that he is not his real father and that Joji’s real parents died tragically in a plane crash. Shortly thereafter Joji goes to Japan is search of his sister and his twin brother Toru. Joji’s quickly finds his sister Chihiro who is now blind and lives with their uncle. Joji one evening accidently over hears his uncle who has ties to the criminal underworld discussing his various illegal operations. Joji ‘s eavesdropping is discovered by his uncle who offers him a chance to join the organization. Joji promptly turns his uncle’s offer down which immediately puts his life in danger.
