A salaryman sees a murder in the subways and is soon pursued by the killer, who wants him to join a group called The Engineers, who have taken it upon themselves to reduce Japan's overpopulation. Minnie gives Figaro a bath and ties a ribbon around his neck. Figaro feels like a sissy, and when he mixes it up with some alley cats, they mock him, and the leader attacks. But Figaro is so afraid that his shaking topples a series of trash cans onto the aggressor. The rest of the cats didn't see this happen, and think Figaro defeated their leader. Of course, now he's all dirty, and he needs another bath.

Then the dot proceeds to bounce across the cartoonist's easel, until the hands finally catch it and unfold it into Ko-Ko the Clown. There's a mouse in Max's studio, and Ko-Ko wants to catch him.

While cats and dogs are natural enemies, such is not the case in the house where Herman the mouse lives. They are very good friends indeed, are work together to make Herman's life a hard life. Herman tries to break up their friendship, and divert their attention from guarding the cheese in the refrigerator, and almost succeeds but they make up in time to prevent Herman getting the cheese. They give chase and Herman takes refuge in a jug of wine.
