Em resposta à pressão política da senadora Lillian DeHaven, a Marinha Americana dá início a um programa de integração de mulheres aos seus serviços. O programa começa com uma única candidata, a tenente Jordan O'Neil, escolhida especificamente devido à sua feminilidade. Jordan passa a fazer parte de um treinamento severo sob o comando de John James Urgayle, que pressiona a novata até que ela ganhe o respeito do superior com sua determinação.
