Yan é um polícia infiltrado nas tríades, recrutado ainda antes de completar o curso na academia de polícia. Uma década de trabalho árduo aproximou-o profundamente da maior tríade de Hong Kong. Ming é um infiltrado no departamento de polícia, enviado pelo seu patrão da tríade para se tornar polícia quando ainda mal tinha completado dezoito anos. Mas, numa fatídica noite, tudo parece apontar para um fim: Ming é destacado para uma operação policial cujo objectivo é apanhar, nada mais nada menos, do que o seu próprio patrão, com a ajuda do infiltrado da polícia, Yan, que é o homem da máxima confiança do patrão. Enquanto que a operação se desenrola, ambos os lados se apercebem que há entre eles um infiltrado.
Lam Hung is a loudmouth street hooker with a useless crippled gambling-addicted husband Ching and son Man. Hung's friend Fei is an nightclub hostess, and Fei's lesbian sister Mei/Mooi seems bent on total self destruction after her girlfriend May dumps her for a boy. Mei becomes mixed up with tabloid journalist Wah, who convinces her to allow him to photograph her as she jumps off a building. Hung receives a marriage proposal from regular client Wai, a police officer. Causing trouble for all of them is Saur, the local loan shark and crime boss. Ching is in debt to Saur, he runs the club where Fei works, and he brings in Mainland girls who undercut the local streetgirl's prices. Wah and Mei become sort-of lovers, and Wah does a story on the streetwalkers, in order to influence public opinion against Saur and his mainlanders.
Lau Yiu Chor
Mindy Chan (Andy Lau) is a top-notched gambler/swindler. His girlfriend Lily (Christy Chung) and friend Ah Chi are card dealers at the casino where bad guy Lau and his mistress Mona (Anita Lee) frequent. Chor Hung (Tony Leung Ka-Fai), a play on the Chinese name for famed retired actress Cherie Chung, is a senior security guard at the local prison. During a card game, Ah Chi and Mindy swindle millions of dollars from Lau, but they are caught. Lau makes a deal with Mindy - in exchange for Ah Chi (who had been kidnapped), Mindy needs to go to prison and find out where a guy named Robinson (Kwan Hoi-San) has hidden $3 billion dollars worth of bonds.

Developer Tsang Siu-Chi and his agent have bought two of a group of four properties. Rival developer, Boss Hung has secured the other two properties. Both aim to buy all four so they can knock them down and build hotels.
