“Tartarugas também choram” combina três histórias distintas, porém interligadas, que acontecem em diferentes partes da Carolina do Norte. É dia das Mães, 1999, e um jovem andarilho, interessado em tartarugas, inicia um relacionamento com George, dono do motel local. No dia das Mães, 2000, Elizabeth, mãe adotiva de Mark, se pergunta por onde andará seu filho sumido. É dia das Mães, 2001, quando Grace, mãe biológica de Mark, larga seu emprego para dar início a uma busca pelo filho que ela abandonara ao nascer. Essa busca terminará por unir as três histórias.

Trying to put himself back together after serving prison time for robbery, Paul takes a job as a parks employee in a small Connecticut town. His co-worker, Murph, a generation older than Paul, is dealing with his own issues, chiefly the the impending death of his very ill son. After the men have a run-in with local snob Frederickson, Murph's age and experience starts to temper Paul's fiery nature, as the younger man begins to embrace his new life.
