In 2086, Earth's axis tilted 90 degrees and after three years span, approximately ten billion people died. One million colonists who had moved to the moon prior to the disaster escaped what later became known as "The Great Fall". At the moon, they established the Panhuman World Government and organized the recolonization of the world. Seven locations were chosen for cities as starting points for this massive project.

Reinhard von Müsel, a poor nobleman's son, one day discovers that his sister, Annerose, has been sold to the royal family. To get her back he sets out to rise quickly through the military along with his friend Siegfried Kircheis.

In 1905, Vergille Strauss is a young thief living in the small country of Apfelland. With the help of a local inspector named Fleischer, he rescues a girl from a group of foreign thugs. Her name is Frieda and she may be the key to a secret that is of great interest to other nations.
