O menino Tom, de onze anos de idade, vive sonhando de olhos abertos e tem medo de um monte de coisas, como a adega escura e úmida que fica sob o apartamento onde mora. A vida de Tom muda para sempre quando ele descobre um fantasma chamado Hugo se escondendo justamente na adega. O simpático fantasminha está sendo perseguido por um velho fantasma de gelo que quer espalhar um inverno ártico sobre toda a cidade.
