Um poderoso Time Jacker chamado Tid aparece e cria dois poderosos guerreiros, Another Double e Another Den-O, e os ordena a perseguir um jovem chamado Shingo. Enquanto Sougo Tokiwa tenta protegê-lo, ele conhece um jovem fã de Kamen Rider chamado Ataru, que desmoraliza a existência dos Kamen Riders. O que ele quer dizer com isso? Enquanto isso, Sento Kiryu tenta enfrentar Tid sozinho, mas sofre uma lavagem cerebral e é manipulado pelo Time Jacker. Kamen Rider Decade: All Riders vs. Dai-Shocker is the film adaptation of the 2009 Kamen Rider Series Kamen Rider Decade. As Decade is billed as the 10th anniversary series of the Heisei period run of the Kamen Rider Series, the film features all ten of the lead Heisei Kamen Riders, as well as all of the Shōwa period Kamen Riders, leading to a total of 25 Riders (with three secondary Riders and three Diend-summoned Riders).

Shouichi encounters his old friend and caretaker Dr. Higashi Kunieda. Dr. Kunieda, a friend of Yoshihiko Misugi, took care of him while he was hospitalized with amnesia. After catching up on a year of separation Shouichi abruptly leaves to house to fight an Unknown as Agito Burning Form. Unfortunately, after the Unknown flees Shouichi loses control of himself and attacks Dr. Kunieda, who followed Shoucihi and watched him transform. Dr. Kunieda managed to calm him down but Shouichi becomes to afraid of himself and runs away.

Shouichi encounters a teenage girl called Sayaka, who ran away from a military facility because of an attack by the Ant Lords. Sayaka has a supernatural ability to foresee the future. Risa Fukami, of the military group GA, wants to use that power to enhance the newly-made G4 System, which was based upon designs stolen from Ozawa. Now, Agito and Gills must fight to stop the Ant Lords' attack, as G3 and G4 settle their score.
