Os afro-americanos de Bogalusa, na Louisiana, ainda são tratados como cidadãos de 3ª categoria, e seus direitos básicos são esmagados pela estrutura do poder branco. Como muitos homens negros da vizinhança, o veterano de guerra Marcus (Forest Whitaker) trabalha em uma fábrica local por um mísero salário e ainda tem que suportar a constante humilhação de seus supervisores brancos. Mas sua paciência passa dos limites quando é espancado pela polícia por defender a sua própria filha.

The mayor, in a rush to see peace restored in her city, makes a deal with the mob instead of waiting for Delopre and McGivern's results. Now that both sides of the law are involved in the killer's capture, the city is turned upside down.

Three losers, Eddie, Lucas and Mamet, are sent to collect some debt at a remote farm. But the thugs there are too hard for them, and they are humiliated. They return for revenge, it gets out of hand, ends with a bloodbath and they are left with a big amount of cocaine. The drugs belong to local mob boss Horace Burke, who sends his son to find them. Cops are also after them.

Luke Kovak (Mark Dacascos) leva a vida calma de um padre, mas esconde o segredo de um passado turbulento. Antes de escolher a paz e a religião, ele fazia parte de uma organização ilegal dentro da CIA que lidava com crimes de chantagem e assassinato. Um dia, quando um membro do grupo é morto, ele decide cair fora. O problema é que o resto das pessoas da organização não lidaram bem com a saída, e assim passam a perseguir Luke. Ele irá contar apenas com suas antigas habilidades para se livrar dos seus inimigos, que um dia foram aliados.
