Boomer é um policia novato no inferno urbano que é o centro de Chicago. Depois do seu envolvimento numa operação de apreensão de drogas que resultou na morte de Carlos, seu mentor e figura paterna, Boomer torna-se desiludido com a natureza brutal e desumana do seu trabalho.
