Cindy, an American FBI agent, travels to Hong Kong to investigate a newspaper editor, Ronny Dak, who is suspected of printing counterfeit money using the newspaper’s presses. The American teams up with a rival reporter and her friend Yu, an undercover law enforcer. Cindy’s investigation takes a sharp turn, however, when Yu’s father, the prosecuting lawyer in the counterfeiting case, is kidnapped.

A morte de um agente faz a polícia perder a última pista que levaria ao comando de um sindicato especializado em roubo de jóias. Koo Chow, designado por Lau, responsável pelo caso, infiltra-se no sindicato de chega a Foo, cabeça da organização que, antes de aceitá-lo no grupo, o submete a situações muito perigosas. The story follows a "loveable" rascal as he gambles and gets into various bits of trouble with outlaws and rebels. He eventually gets into a situation where he has to impersonate the eunuch servant of an elderly eunuch who is an evil martial art master. This gets the rascal involved with the emperor who is studying martial arts. The whole movie revolves around a quest for all the copies of a special Buddhist text.
