Several members of a Nationalist Chinese Army unit that is trapped between Japanese forces and another Chinese unit take revenge when their unit is almost wiped out.

In the 1990s, a car full of prisoners collides head-on with a large tractor rushing on the Panshan Highway. Injured prisoners struggle to get out of the overturned car. Prison police Yue Bing (Zhu Shunliang) and Liu Zhicheng (Fu Hengzhi), who were escorting the car, were also seriously injured, and severely warned the prisoners who wanted to take the opportunity to escape.

Li and Qian were police school classmates and friends. Li became a cop and Qian went to Japan for new development after graduation. Years later, they reunite on a case of counterfeit bank notes.
