O sargento Meadows (William Terry) volta da II Guerra e vai até a Califórnia para se encontrar com mulher com quem ele se correspondia, sem conhecê-la nem sequer por fotos. Durante a viagem de trem, conhece a médica Lesley Ross (Virginia Grey) por quem passa a nutrir um grande apreço. Ao chegar na casa onde era esperado, ele não encontra a mulher, somente a mãe dela, a senhora Hilda. Hilda diz ao sargento para ficar e esperar pela filha, que deve retornar dentro de alguns dias. Ole Olsen and Chic Johnson are Broadway stars who return to Universal Studios to make another movie. The mere mention of Olsen and Johnson's names evacuates the studio and terrorizes the management and personnel. Undaunted, the comedians hire an assistant director and unknown talent, and set out to make their own movie.

Set at the turn of the century, smooth talking con man Eddie Johnson weasels his way into a job at friend and rival Joe Rocco's Coney Island night spot. A paroled convict's efforts to improve conditions at a boys' reform school alarm the school's corrupt warden, who has been embezzling funds from the institution. He hatches a plan to derail the reformed convict's efforts and have him sent back to prison, and part of that scheme involves cracking down hard on the reform school's inmates.

When gangster Phil Daley gets rid of his chief Paul Burgess he has everything that money can buy, except the respect of his parents and his sweetheart Susan Warren. His younger brother Danny quits college and forces Phil to make him part of the gang. The overly-ambitious Danny fixes a prize-fight on which rival gang-leader Mike Luger loses heavily and, thinking that Phil has double-crossed him, sends gunmen out to kill Phil. They kill Danny instead and the frightened Phil flees to a country hideout. His chief lieutenant, Sid Travis, sets a trap for Phil when he returns.

Fields plays "Larsen E. Whipsnade", the owner of a shady carnival that is constantly on the run from the law.
