Em baixa na carreira desde que deixou um perigoso psicopata escapar de suas mãos, o agente do FBI Joel Campbell (James Spader) vê a chance de recuperar seu antigo status quando o mesmo psicopata volta a atacar, desta vez em Chicago. O psicopata, David Allen Griffin (Keanu Reeves), gosta de fazer um estranho jogo com Campbell: antes de matar suas vítimas, percorre pela cidade e tira fotos, que envia para o agente exatamente para alertá-lo que irá matar aquela pessoa.
