A ilha italiana de Lampedusa está dominada pela tristeza do inverno. Os turistas já foram embora e os refugiados que permaneceram lutam para chegar ao continente. Como a balsa que faz o trajeto até a Itália foi destruída pelo fogo, a prefeita Giusi Nicolini e os pescadores brigam por um novo barco. Quando os imigrantes são transportados de avião, os pescadores ocupam o porto em protesto. A pequena comunidade, na beirada da Europa, entra na luta por dignidade e solidariedade por aqueles que muitos consideram a causa da crise que vivem: os refugiados africanos.
