A former cop who has become a professional bounty hunter tracks a serial killer who kills with his bare hands. When the killer learns that he is being tracked he starts tracking his hunter leading to the invariable martial arts showdown.

While on death row for killing a policeman, small-time criminal Adam (Ian Jacklin) is sprung from his cell and asked to join a covert government organization that will shape him into a killing machine. He is trained by the group's ruthless leader Janson (Sam J. Jones), and is aided by the group's martial arts master Miller (Mel Novak)) and the group's weapons freak expert Magnet (Joe Estevez). Together they turn out Adam code named the 'Expert Weapon'. But when Adam decides to leave his life of crime, he learns that leaving the group is his real death sentence.

A martial arts master seeking to save his brother from a murderous drug lord infiltrates a ferocious underground fighting ring despite the danger of knowing every move he makes could be his last. His brother is being used as an expendable drug mule by a Far East dope slinger, and now one determined fighter (Gary Daniels) will have to blast his way through some of the most vicious brawlers on the planet in order to make his way to the top and save his sibling from an unimaginably cruel fate.
