Um acidente de ônibus escolar provoca a morte de 20 crianças, em uma cidade no interior do Canadá. As famílias em luto são visitadas por Mitchell Stephens (Ian Holm), um advogado que tenta convencer os pais a pedirem uma indenização contra qualquer um que possam culpar. Paralelamente Mitchell enfrenta um drama pessoal, pois sua filha é viciada em drogas. A comunidade está paralisada em sua dor, mas Nicole (Sarah Polley), uma jovem que sobreviveu ao acidente, de sua cadeira de rodas talvez possa ser o testemunho que decidirá este caso.
