Ted, his girlfriend Jo, and his brother Johnny are small-time robbers in Montreal. The brothers spend their time watching TV, while Jo rereads Leonard Cohen's novel "Beautiful Losers" and attends writing classes. Luka, a Czech immigrant, picks up Jo when he sees her shoplifting. When Johnny surprises Luka kissing Jo, he attacks him. In the ensuing fight Jo accidentally kills Johnny, and Luka leaves the scene, but drops his wallet. The police assume that Luka attacked Johnny after a break-in and Jo goes along with that, but feels guilty about it.
In 1981, former RCMP Undercover Agent "Patrick Kelly" was accused of causing the mysterious death of his wife. Managing to elude the authorities, Kelly married his second wife, and continued to live the extravagant lifestyle he so desperately desired. However, in 1984, based on the testimony of a key witness, Kelly was finally convicted of the first-degree murder of his wife, (allegedly by throwing her off the balcony of their luxury high-rise condo). But then a whole ten years later, the witness claimed she lied on the stand.
Veteran Detective Ed Delopre and partner Mike McGivern have their hands full when they hit the pavement in search of a dangerous killer with five dead bodies already on his record. The mayor, in a rush to see peace restored in her city, makes a deal with the mob instead of waiting for Delopre and McGivern's results. The cops accidentally thaw out the wrong guy, a football player who decides to keep the mistake a secret and help the police in exchange for his freedom. Will he be able to defeat the terrorists and rescue the hostages, despite not knowing the first thing about architecture?
