Quando o negociador da polícia de Hong Kong, Lee Chung-chi, é informado sobre o desaparecimento súbito de sua filha de 16 anos, Lee Wing-chi, durante sua viagem a Pattaya, ele decide viajar à Tailândia para descobrir o paradeiro dela. Lá, ele recebe assistência do detetive chinês Chui Kit e seu colega Tak, e também encontra um gângster americano, Sacha.
