Laura é uma corredora do ensino médio que morre de repente de um ataque cardíaco. Depois do ocorrido surge um assassino vestindo um terno e uma máscara de esgrima e, um a um, ele começa a matar seus amigos na equipe de pista da escola. Os suspeitos incluem o treinador Michaels, a irmã de Laura, Anne, que chega à cidade para o funeral, o diretor da escola assustadora, Sr. Guglione, e Kevin, o estranho namorado de Laura.

Director 'Nicholas Ray' is eager to complete a final film before his imminent death from cancer. Wim Wenders is working on his own film Hammett (1983) in Hollywood, but flies to New York to help Ray realize his final wish. Ray's original intent is to make a fiction film about a dying painter who sails to China to find a cure for his disease. He and Wenders discuss this idea, but it is obviously unrealistic given Ray's state of health.

In this fictional documentary, U.S. prisons are at capacity, and President Nixon declares a state of emergency. All new prisoners, most of whom are connected to the antiwar movement, are now given the choice of jail time or spending three days in Punishment Park, where they will be hunted for sport by federal authorities. The prisoners invariably choose the latter option, but learn that, between the desert heat and the brutal police officers, their chances of survival are slim.
