A man whose son has been murdered pushes to create laws to financially protect victims' families.

In 1941, overpopulated Japan faces an economic boycott and its armed forces push further to the south. And despite negotiations between Japan and the U. S. A. war is declared with the attack on Pearl Harbour. Victories follow for Japan on land and sea and her forces push forward to the borders of India. But gradually the tide turns in favour of the Allies and after the atom bombings of Hiroshima and Nagasaki, Japan is compelled to accept the Potsdam Declaration and by the order of the Emperor agrees to unconditional surrender. Under the supervision of the occupation forces the International Military Tribunal opens in Tokyo to try the Japanese war leaders. Established in the cause of justice, and to prevent future aggressive wars the trials drag on for two and a half years. And on December 23, 1948, General Tojo and six other war leaders mount the thirteen steps to the gallows at Tokyo's Sugamo prison.

At the close of the war in Japan, a widowed mother makes every possible sacrifice to bring up her ungrateful son and daughter who are unimpressed with their poor standard of living at home. They gradually reject her in search of the material comforts that working as a maid cannot provide. The mother's despair becomes interminable.

Ten years into a marriage, the wife is disappointed by the husband's lack of financial success, meaning she has to work and can't treat herself and the husband finds the wife slovenly and mean-spirited: she neither cooks not cleans particularly well and is generally disagreeable. The husband is easily seduced by an ex-colleague, a widow with a small child who needs some security, and considers leaving his wife.

The poor novelist Yamamoto is writing his novel, determined and with a headband around his head. With him, the novelist who is always in trouble paying his bills, is the girl Saya who becomes the model for his novel. Saya however is in love with a young driver. When he is forced to move into a spa town as the result of the jealousy of another man Saya is terribly sad. But with the help of Yamamoto the driver's rival can be revealed and Saya can finally be with her beloved.

Keitaro is a law student and Yaeko s a high school girl. They are neighbors, and their friendship is starting to develop into something more romantic. Then, Yaeko's sister Kyouko has a breakup with her husband and returns home. Kyouko is clearly interested in Keitaro and Yae becomes anxious.
