A high school principal in a small town in Texas hosts a yearly Quinceañera for students that can't afford it. The entire border town gets together to teach these girls that with the power of community any dream can come true.

Arriving to her old streets, Sloane Stone learns from Detective Daniels that her sister, Naomi, has been working in prostitution. Seeing how useless the police have been in protecting young women from prostitution and violence, Sloane decides to take justice into her own hands and prowls the streets for more information.
