The workers let them proceed and they crash into a car driven by Mary Stevens, whom they had met at a restaurant. She and her dog, "Butch" (played by a Credited dog named Stooge), join them and they deliver their cargo, and learn unscrupulous real-estate operators have jammed the locks on the dam in order to ruin the ranchers and farmers and take over their property.

Offering much-needed comedy relief are Henry Armetta, Leon Errol and Donald Meek as a trio of parasitic would-be songwriters. Also on Ellis Island is a crook called Solo, who has an upper hand as he has stolen the credentials of a Treasury Agent named Peter James and has access to the prisoners, and has cut a deal with Kendrichs to get him off of Ellis Island.

That, coming at the end of the second reel,is all it takes for Charley and Betty to decide to get married.
