Um estudante americano de jornalismo, Matt Buckner, vai morar com sua irmã e sua família em Londres. Lá, ele conhece Pete Dunham, que o introduz ao seu mundo tribal, onde os torcedores dos times opostos brigam antes e depois dos jogos. Mas Bovver, o líder de Pete, suspeita dos motivos de Matt e, inadvertidamente, reabre uma antiga rivalidade entre o irmão de Pete e o líder de uma gangue rival.
