There is good reason for Sir Douglas Wonderly to summon the family and a lawyer to his stately home. He wants to announce a change in his will. At the same time, a dangerous mental patient escapes from a nearby psychiatric ward. Higgins and Lane are put on his trail. But the arrest of the psychopath proves to be extremely difficult. Shortly thereafter, a mysterious hooded man is on the loose in the castle. He frightens Sir Wonderly so much that the old man suffers a shock and falls into a coma. Cupid, the God of love, gets the order to unite two people. On Earth, Otto fails as a street musician because his guitar breaks. While buying a new string, his hand gets stuck in the purse of Tina, who works at the Dr. Bayerle beauty farm. When she enters the subway, the purse is teared off and Otto is hit by Cupid's arrow. Now he wants to give back her purse at the doctor's conference.

Otto is the only one who is able to save his Frisian fatherland; but he needs the help of his brother, who is abroad. But his brother does not want to fulfill what he has sworn as a child. So it takes Otto a while to convince him while time is running low for his plans to save East-Frisia.

East Friesian Otto moves to the big city Hamburg. There he gets into trouble with a loan shark and needs to find a way to impress his love interest Silvia.

Hartmann, a first-time film director is trying to find an actor for the Role of Casanova. Wenn he meets Alfred Edel, the actor's colourful personality spoils Hartmann's vision of a glorious Casanova epic. In the end, the director realizes that all the time he wanted to make this movie to please his mother, so he decides instead to join Edel's way of having fun.
