Às vésperas de seu aniversário de 16 anos, a bela Frances não se conforma com a falta de interesse dos rapazes que frequentam sua praia. Mesmo com os conselhos e dicas de seus pais compreensivos, nada foi suficiente para convencê-la de que a situação vai mudar. De repente, no início de mais um verão, para seu espanto e deleite, dois surfistas bonitões começam a disputar suas atenções.
