Фильм снован на реальных событиях и одноименном романе автора «Табу» Рютару Шибы. В центре сюжета история Тосидзо Хидзикаты - командира военно-полицейского отряда, действовавшего во второй половине XIX века во времена смуты и позднего сёгуната Токугава. Отряд также вел боевые действия на стороне сёгуна против сторонников императора.

Япония XIX век. После прибытия «черных кораблей» командора Перри страну охватывает смута. Спустя несколько лет небольшой отряд ронинов направляется в Киото, чтобы поступить на службу к сегунату. В центре истории - Исами Кондо, смелый воин, возглавивший патриотически настроенную группу ронинов из которых правительством было сформировано подразделение, призванное сохранять порядок в столице - синсэнгуми (новое ополчение). As winds of change sweep Japan, an honest man joins the Shinsenhumi out of admiration for its leader and because he wants to live and die as a samurai. However, as his involvement grows, reality and idealism come into deadly conflict.

Set during the last days of the Tokugawa (Edo) Period, Moeyo-ken tells the story of Hijikata Toshizo and the Shinsengumi. Hijikata Toshizo is a samurai eager to test his skills and sword and make his first kill. The dojo he belongs to practices the Tennen Rishin style and teaches this to farmers. Not considered real samurai by other dojo's, they receive a request for a duel by a rival dojo practicing the Kogen Itto style. Sohaku Rokusha, a teacher there, challenges them and fights with Hijikata Toshizo. The outcome of the fight creates a deadly animosity between them that lasts through the ages.

In July of 1864, in an incident at the Ikedaya Inn in Kyoto, thirty Shinsengumi suppressed a cell of twenty Choshu revolutionaries, possibly preventing the burning of Kyoto. The incident made the squad more famous and led to soldiers enlisting in the squad. The leader is Hijikata Toshizo, who is said to have been a spoiled brat in his childhood. One day, Toshizo discovers a woman thief with a stolen purse. In the purse, a note mentioning the name of Ito Kashitaro is found detailing illegal operations. Toshizo fears will become true. There is a rift in Shinsengumi.

The stormy tale of the Shinsengumi is told from its birth by master filmmaker Sasaki Yasushi, with an all-star cast based on the original story by Shirai Kyoji. The battles between the royalists and Shogunate supporters come to a fever pitch during the Gion Festival as the exclusionists plot to burn Kyoto and kidnap the Emperor. From its earliest beginnings as a group of ronin brought from Edo to protect the Shogun when he is in Kyoto to see His Imperial Highness, the group had to face difficulties both from within and without. Commander Serizawa Kamo's corrupt practices threaten the group's very existence, as they try to recover from the bad reputation he left them with. Their redemption comes when they learn of Katsura Kogoro plans to gather men at Kyoto's Ikedaya Inn for his attack on the city. Along with Hijikata Toshizo and Okita Soji, Kondo leads the group in an attempt to save Japan from the rebels.

The Shinsengumi is a special unit of ronin commissioned by the Tokugawa shogunate to counter anti-shogunate activities in Kyoto. A sinister plot to overthrow the shogun is set in motion and Kondo Isami and his fellow samurai must answer the call and expose those behind it.

As the end approaches for Japan’s age of military rule, the Tokugawa shogunate brings together a squad of ruthless assassins to defend its representatives in Kyoto. These men were known as the Shinsengumi. Formidable swordsmen with unswerving dedication to their cause, the Shinsengumi think nothing of slashing down their enemies…but what happens when the enemy is the undead?

In the last days of the Tokugawa shogunate, there was a cute warrior, Souji Okita, who belonged to the armed police of the shogunate in Kyoto. Very few knew that Souji was not a boy, but a woman. Souji loved the vice-leader of the armed police, Toshizou Hijikata. Souji suffered from pulmonary tuberculosis and coughed up blood during a battle. Toshizou helped her but said that he did not care for the girl with a smell of blood. Souji had a real talent for swordsmanship and no one but Ryouma Sakamoto could compete with her. Ryouma was a liberal intellectual and tried to carry out a revolution without blood. However, the bloody Meiji Restoration broke out and Souji killed Ryouma who lost his dream. Because a friendship had sprung up between Toshizou and Ryouma, Toshizou got angry and slashed at Souji with a sword. Unwillingly, she unsheathed her sword and thought that she might get love if she was killed by the man she loved.

Follows the final days of the shogunate and Shinsengumi's Vice-Comander Hijikata Toshizo along with his fellow anti-imperialist group.
