Fergal Devitt is an Irish professional wrestler widely known for his tenure with New Japan Pro-Wrestling (NJPW) as Prince Devitt, where he is a three-time IWGP Junior Heavyweight Champion and six-time IWGP Junior Heavyweight Tag Team Champion. Devitt has wrestled for numerous promotions, including NWA UK Hammerlock, NWA Pro Wrestling, New England Championship Wrestling and Pro Wrestling Guerrilla, as well as having founded NWA Ireland with Paul Tracey. Devitt is currently signed to WWE performing on the NXT brand under the ring name Finn Bálor.

This also marks the first Payback held on a Saturday and in September, as well as the first to livestream on Peacock in the United States and Binge in Australia. This will also be WWE's first PPV and livestreaming event held in Pittsburgh since Extreme Rules in July 2018, which was at the same arena. The theme of the event is wrestlers seeking payback against their opponents.

This will also be the first SummerSlam to be livestreamed on Binge in Australia. This also marks WWE's first event to be held at Ford Field since WrestleMania 23 in April 2007, and the first SummerSlam to be held in Michigan since 1993.

Bayley won the women's Money in the Bank match and later cashed in the contract to win the SmackDown Women's Championship from Charlotte Flair, who herself had just won the title from Becky Lynch. In her other match Lynch retained her Raw Women's Championship against Lacey Evans. In other prominent matches, Kofi Kingston defeated Kevin Owens to retain the WWE Championship while Seth Rollins defeated AJ Styles to retain the Universal Championship.

Though it has sometimes been held as a single-elimination tournament, it is usually (and currently) held as a round-robin, with winners from two blocks wrestling in the final to decide that year's winner. The winner of each block is determined by a points system; two points for a victory, one point for a draw, and zero points for a loss.

The event featured eleven matches (including two dark matches), five of which were contested for championships. The event featured outside participation from All Japan Pro Wrestling (AJPW) representative Keiji Mutoh, Pro Wrestling Zero1 representative Shinjiro Otani, and American freelancer Shelton Benjamin. For the first time in five years, the event did not feature wrestlers from Consejo Mundial de Lucha Libre (CMLL). For the first time, the event was made available for international market on internet pay-per-view (iPPV).

In addition, wrestlers from Japanese promotions Pro Wrestling Noah and Pro Wrestling Zero1 also took part in the show.

The event featured eleven matches (including one dark match), five of which were contested for championships. For the second year in a row, the show featured wrestlers from the American Total Nonstop Action Wrestling (TNA). In addition, the show also featured wrestlers from the Mexican Consejo Mundial de Lucha Libre (CMLL) as part of a new relationship between NJPW and CMLL. Wrestlers from other Japanese promotions also took part in the show, including All Japan Pro Wrestling (AJPW), Pro Wrestling Noah and Pro Wrestling Zero1, whose top title, the World Heavyweight Championship, was defended during the show.

As part of a new working relationship, the show featured wrestlers from the Orlando, Florida-based Total Nonstop Action Wrestling (TNA) promotion. TNA wrestlers were involved in six of the ten matches, which included Kurt Angle facing Yuji Nagata for the Inoki Genome Federation's version of the IWGP Heavyweight Championship (known as the IWGP 3rd Belt Championship in NJPW). The show also featured wrestlers from All Japan Pro Wrestling (AJPW), Dradition and Pro Wrestling Zero1-Max.
