Mishima Kiko was exploited by her own family. When she was little, her mother neglected her. After her mother remarried, Kiko was abused mentally and physically by her mother, stepfather, and younger stepbrother. She didn't belong to this family. Somehow, she disconnects from her family in Tokyo and moves to a seaside town in Oita. There, she meets a 13-year-old boy named Mushi. He has been abused by his mother and does not speak due to trauma from the abuse. Mushi reminds Kiko of herself when she was younger.

A news report circulates about a man who died after being kicked by a horse on a small island located 300km away from Tokyo. National Police Agency director Takeru Kanbe assigns Vice Director Mineaki Kai the task of making sure rumors surrounding the incident are fully investigated. Soon, partners Ukyo Sugishita and Tooru Kai are dispatched to the island to conduct the investigation. When Ukyo and Tooru arrive on the island, which is privately owned by a wealthy businessman, they discover a unit of former Self-Defense Forces personnel who have set up a small community as they participate in training exercises. While Ukyo initially expected to be investigating an accidental death, he quickly becomes convinced it was actually murder. There is a certain hotel which caters to people who have lost their way. People trying to get their lives back on track, or simply trying to find out where they went wrong. One of the people staying at this hotel is Wolf, who playfully follows the self-absorbed young Anna around the hotel. No one knows what he did before he came there, though he used to joke that he was an assassin. Anna is a one-hit movie actress who now spends all of her time cultivating "patrons" to support her.
