45 years ago, a man was subjected to the experiments of the secret organization Shocker and became a cyborg. Since that day, the man's sole mission has been protecting humanity and justice from the threat of Shocker. His name is Takeshi Hongo, the first Kamen Rider. After a long battle overseas, Hongo hears a certain girl is in danger and immediately returns to Japan. He then meets Takeru Tenkuji, Kamen Rider Ghost, who had been investigating the girl's whereabouts.

The evil organization Shocker alters history by sending their newest creation, Kamen Rider 3, to defeat Kamen Riders 1 and 2 back in 1973. In the alternate present, Shocker is more powerful than ever, and most of the Kamen Riders are now either imprisoned or brainwashed to work for them. One such brainwashed Rider is Shinnosuke Tomari who thanks to his partner Kiriko Shijima, remembers the truth and joins forces with the remaining Kamen Riders who are still at large to make a stand against Shocker and put history back on its proper course.

Gaim: It begins on the planet Kouta and Mai reside. Suddenly a mysterious enemy appears, then heads for their friends back in Zawame City. What is the enemies’ plan to release the curse of the Over Lords and Helheim? This being has even driven Kouta, who has become an existence like-God. A new evil organization known as Space Shocker, which are led by the magic-using Space Ikadevil and Space Spider Man, threatens the Earth by causing an unknown phenomenon. The Space Sheriffs Gavan type-G and Sharivan are sent to execute all magic-users on Earth in response to the threat and begins to attack Kamen Riders Wizard and Beast. The Space Crime Syndicate Madou, who were once defeated by the original Sharivan return, to cause even more havoc in the world. During this, Yoko finds a mysterious little robot called Psycholon, which Space Shocker and the Madou are after for unknown reasons.

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.

Leading an expedition in Germany, Kougami unseals the resting place of one of the alchemists that created the Core Medals in an effort to retrieve a set of lost Medals. However, upon the seal being undone, millions of Cell Medals erupt into a tower while creating a magical barrier that causes parts of Japan to flip over. As the alchemist reveals her plans to become a new OOO, Eiji and his friends are thrown into the past and must find their way back home and stop the alchemist before she destroys the world!
