Kevin Steen is a Canadian professional wrestler. He is currently working for the American professional wrestling promotion WWE under the ring name Kevin Owens. Prior to joining WWE in 2014, Steen wrestled on the independent circuit under his birth name for 14 years, appearing for promotions including Ring of Honor (where he held the ROH World Championship and ROH World Tag Team Championship), Pro Wrestling Guerrilla (where he held the PWG World Championship and PWG World Tag Team Championship), and Combat Zone Wrestling (where he held the CZW Iron Man Championship). Prior to debuting on the main WWE roster in May 2015, Owens wrestled in WWE's developmental territory NXT, where he held the NXT Championship.

It will be the second Royal Rumble to be held at the stadium after the 2021 event, though the first with ticketed fans in attendance. Traditionally, the Royal Rumble match winner receives a world championship match at that year's WrestleMania. For the 2024 event, the winners of both the men's and women's matches receive a choice of which championship to challenge for at WrestleMania XL. The men can choose to challenge for either Raw's World Heavyweight Championship or SmackDown's Undisputed WWE Universal Championship, while the women have the choice between Raw's Women's World Championship and SmackDown's WWE Women's Championship.

The 2023 Payback is the upcoming seventh Payback professional wrestling pay-per-view (PPV) and livestreaming event produced by WWE. It will be held for wrestlers from the promotion's Raw and SmackDown brand divisions. The event will take place during Labor Day weekend on Saturday, September 2, 2023, at the PPG Paints Arena in Pittsburgh, Pennsylvania, and will be the first Payback held since 2020. This also marks the first Payback held on a Saturday and in September, as well as the first to livestream on Peacock in the United States and Binge in Australia. This will also be WWE's first PPV and livestreaming event held in Pittsburgh since Extreme Rules in July 2018, which was at the same arena. While there are many individuals who have left their mark on Pro Wrestling Guerrilla, one of the biggest impressions has been left by "The Generic Luchadore" El Generic! Originally coming to PWG in hopes of earning a few pesos to keep the lights on in his family's single-room home, El Generico immediately exceeded his greatest expectations by catching on with the fans and becoming PWG World Champion. From that point on, he was able to purchase multiple single-room dwellings for his family members, and even expand into philanthropic efforts with his orphanage, Los Angelitos de El Generico.

It was the fifth ROH event to be shown as an online pay-per-view. The event saw the culmination of two rivalries, a year long battle between former tag team Kevin Steen and El Generico, as well as the feud between the Kings of Wrestling and the Briscoe Brothers. Also on the card Davey Richards, who had originally planned to stop wrestling after this event, challenged Roderick Strong for the ROH World Championship. This was the first Survival of the Fittest tournament since 2007, as the 2008 tournament was canceled a few weeks before taking place and never rescheduled. This was the first Survival of the Fittest tournament not to included Austin Aries, who, despite appearing on the event, was instead teaming with Davey Richards in a dream tag team match against the Briscoe Brothers. Aries was the only wrestler to compete in every Survival of the Fittest tournament up to that point, always making it the final match. Notable entrants in the tournament include winner of the 2005 tournament, Roderick Strong, winner of the 2006 tournament, Delirious, and winner of the 2007 tournament, Chris Hero.
