The city becomes depressed as people are afraid of the attacks and those who try to bring justice. Nami's life grows gloomy along with her symptoms of PTSD, despite falling for Tsukishima. Then she discovers his past. Shintaro becomes emotional with revenge and begins to derail from his police work. The killer is on the loose again.

Set in Nagano Prefecture, the movie stars Shingo Mizusawa (8000 Miles) as an awkward 28-year-old temporary factory worker named Kaji; a character partially modeled after the perpetrator of the 2008 Akihabara massacre. His social interactions are limited to his postings on internet message boards until he starts hanging out with a co-worker named Tanaka (Shohei Uno) who suffers from the debilitating sleep disorder narcolepsy. Ryo (Yamada Masasi), the lead singer of an amateur rock band at night, owns a Ramen noodle shop. He cannot fly on airplanes because he has a fear of them. Ironically, he finds himself attracted to a stewardess who comes to eat very often at his shop. One day, an opportunity comes knocking on their doors - they are to perform in Seoul. The performance day approaches, but their dream of performing in Seoul is about to be shattered because of Ryo, who cannot fly on an airplane. As a last resort, Ryo decides to take a taxi in Tokyo and fly to Seoul, leaving behind the charming stewardess who makes his heart flutter.
