The movie tells a true story in the life of well-known German actor Manfred Krug. Living in the German Democratic Republic he is forced to leave the country after protesting against the expatriation of singer/songwriter Wolf Biermann in 1976.
The story shows Emma's and Böbe's fight for survival, for keeping their position in society which they achieved with hard work in the previous regime. They don't want to lose their place and become village girls again.

Young construction worker Ralf Reider leaves his home village Katzsprung in the Rhön mountains during the "Berlin Initiative". A group of tourists from the GDR spend their holiday at the coast of Bulgaria. When making a trip to a small fisher house, they have to stay they night, because the ship's motor broke down. One of the group proposes a game: Someone has to be a corpse, one the detective and another one the murderer. But shortly after starting the game the "corpse" has vanished only to befound at the foot of the nearby cliff - being dead for real. Now the group start their investigation...
The film describes the activity of an ABV of the People's Police in its section in East Berlin. A mixture of “positive” characters from the beginning, the extensively staged “owl”, who is introduced as a criminal and over the course of time, especially due to the influence of the ABV, develops into a good citizen, and incorrigible characters, with whom the ABV fails with its extensive attempts at rehabilitation and who are arrested after having committed again offenses.
