In August 1913 a strike at a Cornish clay pit leads to Welsh police being sent to keep order. Having no other source of income, a striking miner is forced to take in one of the policemen as a lodger. They soon become friends, but escalating tension at the mine means that conflict will become inevitable.

After the enforced absence of their father, the three Waterbury children move with their mother to Yorkshire, where they find themselves involved in several unexpected dramas along the railway by their new home.

The Doctor, Jamie and Zoe return to Earth and become embroiled in the schemes of Tobias Vaughn. They meet up with an old friend, Colonel (now Brigadier) Lethbridge-Stewart, and some old enemies, the Cybermen.
