Из-за высыхания планеты, на которой нет больших водоёмов, местная цивилизация вынуждена была построить глобальную сеть каналов (Лоуэлл насчитывал их более 600), переносящих воды тающих полярных ледников в экваториальные зоны. Это возможно только при наличии всепланетного государства и гораздо более развитой, чем земная, технологии." Эта идея так завораживает трёх друзей, что они решают организовать клуб ученых парней, целью которого является полёт на Марс.

Akira, Junpei, Keiko and Kumiko are members of the Rutz Detective Agency, and are always ready for a good case. When a mysterious murder places a top secret floppy disk in the hands of Junpei, the gang suddenly has a conspiracy on their hands of grandiose proportions. Not only have they made an enemy of politicians and shady characters, but also the munitions manufacturer company Yotsuboshi itself! With murder attempts, rampaging machinery and kidnappers to handle, the group must race against the clock to foil the evil scheme before it's too late!

Ace female test pilot Kusomoto Elle humiliates macho tank driver Lt. Kilgore in the first demonstration of the advanced personal battle tank, the MADOX. Kilgore vows revenge, and gets his chance when the army rather carelessly loses the prototype in Tokyo. The MADOX is found by engineering student Sujimoto Kouji, who doesn't take the time to completely read the manual and ends up zooming around Tokyo trapped in a machine he doesn't quite know how to operate. Guess who gets the job of stopping the now mobile missing MADOX? Poor Kouji. If he's late for his date, it's over between him and his girlfriend. His current attire redefines the term "over-dressed." And to top it all off, Kilgore wants to make him late- as in "the late Kouji!"
