Куда же все-таки деваться? После долгих колебаний он решает вернуться на строительство ГРЭС. Вместе с ним туда приходит и Роман, которого давно уже тяготят бродяжничество и воровство. Жизнь юношей как будто начала налаживаться, но вскоре произошла новая неприятность: Яак за драку попал в милицию. Что же будет?...

Из Швеции в советскую Эстонию забрасывается группа шпионов-диверсантов из эмигрантов-эстонцев. Им удается разойтись по своим явкам. Руководителю группы, Вари, удаётся обосноваться у знакомой девушки Хильды, где он выдаёт себя за крупного инженера, прибывшего с Урала. Вари знакомится с Эрнстом, женихом Хильды. Шпион завербовывает Эрнста на диверсионную работу. Вальтер приходит на хутор к брату Андресу. Шпион Фреди обосновывается у лесника Репса. Но необходимой поддержки у населения диверсанты не находят...
